This post lists all Non-Included Pokemon in HeartGold Generations, along with the reasons they cannot be obtained.
Some may be excluded due to missing sprites, non-implemented abilities, or other technical limitations.
Use this as a quick reference while playing to avoid searching for Pokémon that aren’t obtainable in this version.

Pokemon HeartGold Generations Non-Included Pokemon
Hg-engine is not fully completed, which means a number of pokemon do not have sprites implemented, or their abilities are not implemented. Heartgold can only store 255 abilities anyways, so even if all pokemon had been added, many abilities would have to be culled due to the sheer amount of niche signature abilities.
In the end, calls had to be made on who to cut, so sorry if your favorite didn’t make it!
