Legendary Pokémon from the first three generations can be encountered in Pokémon Emerald Seaglass. Here’s how to find them:
- Jirachi: Obtain by talking to the woman next to the White Rock, then interact with Mossdeep’s White Rock while having the Wishing Star in your bag.
- Kyogre, Groudon, the Regi Trio, and Rayquaza: Encounter them through the same methods as in the original Emerald game.
Other legendaries, previously locked behind exclusive events or absent from the vanilla version, are now accessible through a storyline involving a Sailor in Mossdeep, identifiable by his eyepatch and slightly different attire. These legendaries can mostly be found before the Elite Four:
- Latios/Latias: Found on Southern Island. Obtain the Eon Ticket by speaking to the Mossdeep Sailor after beating the Mossdeep Gym. This also unlocks the SS Tidal ship and more legendary encounter quests.
- Mew: Found on Faraway Island. Obtain the Old Sea Map by showing the Mossdeep Sailor a Pokédex entry for Rhydon (encounter at Lv. 30).
- Ho-oh and Lugia: Found on Navel Rock. Obtain the Mystic Ticket by showing the Mossdeep Sailor a Pokédex entry for Octillery (Water/Fire Type) (both encounters at Lv. 50).
- Deoxys: Found on Birth Island. Obtain the Aurora Ticket by showing the Mossdeep Sailor a Pokédex entry for Rayquaza (Lv. 70).
After completing the Sailor’s first three quests, triggered when he mentions “going exploring for more legendaries,” you can find the following:
- Celebi: Found on Route 119. Interact with the Sailor in front of the Birdhouse/Shrine north of the Weather Institute (Lv. 40).
- Mewtwo: Found in Steven’s Room in Granite Cave. Interact with the Sailor in the room (Lv. 80).
- Raikou, Entei, and Suicune: Found in the Shoal Cave Ice Room. Interacting with the Sailor summons one of the trio at random (Lv. 50); this can be reset by defeating the Elite Four again.
- Articuno, Zapdos, and Moltres: Found on the summit of Mt. Pyre. Interacting with the Sailor summons one of the trio at random (Lv. 50); this can be reset by defeating the Elite Four again.
